Meta tags are snippets of text that describe a page's content; the meta tags don't appear on the page itself, but only in the page's source code. Meta tags are essentially little content descriptors that help tell search engines what a web page is about.

Meta tags can also help improve placement (or ranking) of your web pages in search engines like Google. The Meta description tag is located in the <head> area of your website's HTML code and its content is sometimes displayed in the results page of crawler search engines.

Using a metatag you can specify which URL that you want people to see in search results.

You should not have duplicate titles on your website.  Google recommends defining a canonical page for similar or duplicate pages.  Google instructions on canonical pages.
