The State of Iowa has purchased a single Shutterstock license for each cabinet agency. All agencies can submit a Service Desk request for DoIT to download an image for your website.
Images that have been selected from Shutterstock, purchased from a local photographer, or identified as available under creative commons are available for agencies in the shared Google drive:

Pexels: There are a lot of good free photography sites, but with Pexels their photos appearance are above average of standard stock photography and their images reflect the diversity of people, organizations, and places of our country. The images are licensed under Creative Commons and attribution is not required.

Please keep in mind that while there are other free resource for photos include pexels and unsplash, due to these being international collections of photos, be sure that you are selecting a photo that is US based with an Iowa field and avoid images with mountains, oceans, car licenses plates, and traffic signs of other country as well as avoid images with text burned/added into it.
